The townswomen dressed all in white will exchange any flower you bring them into tulips. There are no wild flowers in the game regardless of what their icons look like in your inventory. Flowers that can be changed into tulips are red, white, and yellow roses, daisies, and orchids. All of which must be bought from a vendor. There is a townswoman in the settlement just west of the road to the cave that exchanges favors for tulips.
